With the increasing presence of internet technologies in Havana, digital media has become entangled in these processes, resulting in overlapping internet ecosystems supported by human relationships. In this talk I unpack the social nature of internet engagements in Havana through the lens of relational infrastructure—the people, relationships, and social practices that Cubans rely on to sustain overlapping internet ecosystems as they adapt and endure through social, economic, and political pressures. Drawing on in-person and virtual ethnographic data from the last 10 years, I describe how people in Havana achieve their goals: by stitching together the digital, the physical, and the social. Looking at sociotechnical engagements through this lens reveals innovative strategies alongside power dynamics and structural inequalities, thereby challenging reductive assumptions regarding the impact of internet technologies. I argue that if we want to understand the impact of the “internet” in Havana—in addition to exploring the economic, political, and recreational dimensions of digital engagements—we must also consider how relationships enable and constrain networked exchanges within communities. *Bio:* Dr. Michaelanne Thomas is an Assistant Professor in the School of Information at the University of Michigan where she directs the Anthropology & Technology Lab (ATL) research group. As a sociotechnical anthropologist, Thomas and her students use ethnographic methods to explore how marginalized communities collaboratively design and engage with information communication technologies (ICTs) for survival, resistance, and social change. Her primary fieldsite is Havana, Cuba, where she has been investigating the collaborative creation of internet ecosystems since 2014. Her work has been published and awarded in top venues, such as CHI, CSCW, WWW, and The Society for the Social Studies of Science (4S), and her work has been featured in The Atlantic, New Scientist, Motherboard, CNN, Reuters, and Vice, among others. Before her professorship, Thomas earned a Presidential Postdoctoral Fellowship at the University of Michigan and a Microsoft Research PhD fellowship while receiving her PhD in Human-Centered Computing from Georgia Tech. The first presents the material hardships of achieving local technology repair in remote rural cove communities in the Philippines, identifies successful communities of practice around electrical line repair, and outlines requirements for sustaining what we term “training grounds,” an ecosystem of learning opportunities for new entrants into the community of practice. This concept emphasizes the importance of in-context “actual” problems for learners to solve as well as access to learning resources such as tools and expert knowledge. The second study uses the training grounds concept to establish a community of practice in an urban North American context for building and maintaining a community-operated broadband network for marginalized residents and neighborhoods. Through qualitative analysis of participant interviews from the Seattle Community Network (SCN) and NYC Mesh community networks as well as author participant observer journals from 2020-2023, the research presents a model for a non-profit, educational CN, termed a community learning network (CLN), that builds power among participants and produces a learning commons for in-context hands-on technical learning. Finally, the third study builds on the socio-technical infrastructure of SCN to conduct participatory design of networked sensing applications with residents of two self-managed Tiny House Villages (THVs) that SCN’s network serves, investigating the potential for IoT interventions to improve living conditions among low-resourced urban groups experiencing housing precarity. We identify land ownership, management, local regulations, and historical and current zoning as factors shaping the social problems and power relationships that the community must navigate, constraining the technologies residents can design, build, and maintain. Participants also emphasize the importance of data privacy and sovereignty for their collective protection, for example via a strict ban on camera-based visual or audio surveillance, and identify opportunities for sensors and actuators to improve village accessibility and alleviate resource sharing tensions. The three cases center a DIY and hands-on approach to infrastructure, emphasizing communities of practice and pedagogy as strategies for creating long-term structural change and empowerment through participation. They describe technical infrastructure as composed foundationally of the people whose actions produce and maintain them, and whose relationships, values, and constraints shape them. The latter two studies make extensive use of participant observation methodologies; the author argues that such reflexive methodologies can help technology developers capture and reflect on the values and ethics, collective or personal, that shape the products of design.

Hi everyone, Tomorrow at CHANGE Seminar, *Dhruv Agarwal* (he/him) will give a talk on *Culturally (Un)Aware AI.* Title: Culturally (Un)Aware AI Description: It is widely known that AI defaults to Western values and cultures, underrepresenting other cultures. In this talk, I will first show the downstream impacts of this cultural underrepresentation. I will discuss how current explainable AI techniques fail to include the cultural context of community health workers (CHWs) in India. Then, I will show how, conversely, carefully designed AI can help make technology more culturally appropriate. I will do so by discussing the design of a culturally appropriate conversational agent to facilitate the deliberation of harmful content on WhatsApp in the Global South. Bio: Dhruv Agarwal is a second-year Ph.D. student at Cornell University advised by Aditya Vashistha. He is a mixed-methods researcher working on Culturally Aware AI and has looked at this problem from various lenses ranging from explainable AI to online harmful content. He has won paper awards at CSCW and COMPASS and is an inaugural Quad Fellow. Born and brought up in India, he graduated magna cum laude in Computer Science from Ashoka University, India, and then spent two years at Microsoft Research India working on air pollution. He is passionate about the real-world impact of research and hopes to bridge the technological disparity in society. Paper Abstract There is a growing body of work considering the relationship between the digital and governance; policy scholarship on regulation, IR scholarship on cyberconflict and security, and interdisciplinary critical scholarship on data and surveillance. However, this literature largely takes for granted the relationship between the intentions of the governing and the experiences of the governed. The state and corporate actors design and implement architectures of digital control, but it is non-state actors that identify, endure and resist these systems. In this paper I present emerging digital practices as tools of governance that reveal a co-constitutive relationship between the state, corporations and pro-government actors when viewed from the perspective of those who are governed. This governance works through diffused mechanisms that further construct a new digital governmentality. Based on ethnographic fieldwork with feminist activists in northern India between 2019 and 2023, I offer specific empirical detail on practices of internet shutdowns, shadowbanning and doxxing. Taking social movements as a lens because of their explicit politics of resistance, I demonstrate that it is important to develop an understanding of governance ‘from below’. Claire Crawford is a Postdoctoral Research Fellow in Politics at the University of York (UK) and a Visiting Fellow at the King’s College London Global South Research Group. Her research is about how the digital shapes social movement politics in India. She completed her PhD titled “Social movement politics: postcolonialism, feminism and the digital in India” in 2023. She is a member of the York Anti-Colonial Reading Group, the Politics of Style Collective, and the Algorithmic Governance Research Network. She volunteers with Project EduAccess and Age UK.
