New report from New America Foundation Open Tech Institute on mobile phones + development

Washington, DC - Mobile phones have become increasingly prominent features in global development projects, offering innovative and effective ways to address development challenges. Sustaining the positive benefits of mobile-centric projects, however, requires international organizations and non-profits to also address the risks involved in the use of mobile technology. A new report from the New America Foundation's Open Technology Institute finds that international organizations have often overlooked many of the hazards associated with mobile technology usage, and failed to provide the necessary digital privacy and security safeguards. The report, "Dialing Down Risks, Mobile Privacy and Information Security in Development Projects<http://newamerica.net/publications/policy/dialing_down_risks_mobile_privacy…>," investigates the tangible short-term privacy harms as well as long term privacy concerns posed by ICT4D in the developing world. Drawing specific examples and lessons from public health, financial inclusion, and transparent governance projects, the analysis finds that the risks associated with mobile technology usage are often amplified in the unstable and resource-scare communities in which they operate. According to the report's author, Hibah Hussain, "In order to achieve lasting and positive socioeconomic change, the deployment of mobile technology in the developing world must occur in tandem with thoughtful, well-researched policies, informed design, and community engagement." Technology policy and human rights groups have advocated for greater privacy and security, but organizations have yet to meaningfully address these concerns. Whether driven from their homes by armed conflict, natural disasters, or climate change, the displaced experience acute demands for connectivity, communication and connectedness. This workshop will define a research agenda with the goal of helping displaced persons meet their information and communication needs. By defining research goals in areas spanning technical designs, theories of information needs and organizational IT governance, the resulting socio-technical architecture will promote development of robust and rapidly deployable technologies. We seek talented and imaginative academics and practitioners from a variety of scientific disciplines, including computer, information, organization and geographic information sciences, communication and refugee studies, as well as practitioners with experience related to shelter or refugee camp management. Examples of topics of interest include, but are not limited to: - Wireless network access technologies for limited power and backhaul in dense populations - Social network and self-organization technologies for displaced persons - Conflict and convergence in meeting aid organizations’ and individuals’ information needs - Integrated mapping and social networks for personal safety - Challenges for implementing research on displaced persons The workshop will be held in *Cape Town, South Africa on Dec. 4-5, 2013*, in advance of the joint ACM DEV Conference and 6th International Conference on Information and Communication Technologies for Development (ICTD2013), being held jointly at the University of Cape Town, Dec. 6-10, 2013. The workshop will be small (~25 participants) and highly participatory. Applicants are asked to submit 1) a 1-page, single-spaced position paper highlighting their intellectual contribution to the workshop, 2) a 1-page biography or 2-page CV, including a website link where available, and 3) up to three published articles. Submissions are due *Monday, September 9th* and notifications will be made by *Wednesday, September 25th*. For those invited to participate, the workshop will provide hotel rooms (double occupancy) and meals for all participants. Additionally, participants will receive full or partial travel reimbursement, with the amount dependent on country of residence. Non-U.S. participants will receive $800, and U.S. participants will receive a maximum of $1,970 for allowable expenses. Upcoming CommCare Workshops in Thailand and Kenya

Dimagi is pleased to announce two upcoming workshops that will teach participants how to use CommCare <http://www.commcarehq.org/home/>, Dimagi’s open source, mobile platform for frontline workers. Dimagi has had great success introducing CommCare to organizations in previous workshops in Senegal, Mozambique, Guatemala, and India. The two upcoming CommCare workshops will take place in: - *Nairobi, Kenya:* September 19 to Friday, September 20 (application deadline is Sept 1) - *Bangkok, Thailand: *Monday, September 30 to Tuesday, October 1st (application deadline is Sept 10). *WHY COMMCARE? *With CommCare, anyone can deploy their own mobile applications that can be loaded into inexpensive phones and used by community-based workers in the field. CommCare is being deployed in 30 countries and is used by thousands of frontline workers to track and support their clients with registration forms, checklists, SMS reminders, and multimedia. This leads to better data collection, reporting, client and frontline worker management, community education, and community-level service provision. *WHAT WILL THE WORKSHOP COVER?* Each workshop will last two days. The first half of the first day will be a general overview of mHealth and Dimagi’s open source tools. The rest of the workshop will focus on building participants' technical capacity to use CommCare’s online authoring tools to create CommCare applications. The postdoc will be involved in our research on security & privacy for healthcare information systems; in particular, my group is working on secure methods for use of mobile computing and wearable sensors in the context of healthcare (mHealth). As such, the postdoc would join an inter-disciplinary team working on multiple projects, notably the exciting new Trustworthy Health & Wellness (THaW) project funded by NSF and the venerable Strategic Healthcare Information Technology Advanced Research Projects on Security (SHARPS) funded by HHS. We collaborate with colleagues in the engineering and medical schools, and in India. The candidate must have finished his or her Ph.D in Computer Science or Computer Engineering, have deep experience with mobile/ubiquitous computing, security, or privacy, have experience planning and conducting experimental computer systems research, and be an excellent programmer. The demo session will provide students, researchers, and practitioners with an international audience for showcasing demonstrations of their work. Your demonstration may span novel hardware or software systems, video footage, or physical artifacts, amongst others. Research projects, commercial tools, or government initiatives are all welcome. Engaging, interactive demos that demonstrate real world impact are encouraged. Unlike ICTD 2013 papers, the subject of a demo may have been published previously, either in ICTD or in other venues. However, the demonstration itself should be new and interesting to the community, and should reflect work that is at least as mature as a poster presentation. At least one presenter of each accepted demo must register for the conference and be in attendance to present the demo.
