Maria Garrido from the Technology & Social Change Group (TASHA) <http://tascha.uw.edu/> at the UW iSchool will be joining us to talk a recently released study on how MOOCS are being used in Colombia, Philippines, and South Africa. *What: *An Examination of MOOC Usage for Professional Workforce Development Outcomes in Colombia, the Philippines, & South Africa through the Lens of Social Innovation *Who: *Maria Garrido *When: *12pm, Tuesday February 28 *Where: *CSE 203 *Abstract* This seminar will discuss the findings from a recently released study on the use of MOOCs (Massive Open Online Courses) in less-developed countries, and the contribution of these new learning platforms in advancing employability outcomes of youth analyzed through the lens of social innovation theory. Based on surveys of 1,400 MOOC users and 2,250 non-users aged 18 to 35 in Colombia, the Philippines, and South Africa, the research reveals that low and middle-income youth populations make up 80% of MOOC users, in contrast to wealthier populations reported in more developed countries. It also highlights that over 80% of these users only have basic or intermediate ICT skills level, challenging the belief that MOOCs are predominantly taken by people with higher level skills, among other findings. The major obstacle youth who are currently not participating in MOOCs face is simply lack of awareness of the potential of these learning environments for both advancing educational outcomes as well as professional aspirations. The survey was administered online in English and Spanish from August – October 2015 using the Open Data Kit (ODK) survey platform. The authors believe this study has made a significant contribution to understanding MOOC usage in less-developed country contexts that both provides stakeholders in workforce development and education with insights and offers a foundation on which future research can be built. The potential for increasing MOOC uptake and improving employment opportunities, especially for more marginalized populations, is clearly there. This is promising, and urges action since the data shows that MOOC users are savvy in using the knowledge they’ve gained from MOOCs to advance their professional aspirations. *Bio* Maria Garrido is a Research Assistant Professor at the Technology & Social Change Group, University of Washington’s iSchool.

We received an outpouring of support from all corners, and a number of new resources that have significantly enhanced the catalog. Version 2 <https://goo.gl/oahE3H> now has over 600 case studies covering a wide range of technologies and capacity building efforts. This document is a /curation/ of a number of widely available online sources as well as submissions made via our website's form and in-person meetings at various venues over the course of the last year in India, Mexico, Britain and USA, and I would like to acknowledge thank the very many people that have contributed and shared their work and knowledge through mails, reports and conversations, without whom this resource will not have been possible. It is their work that has been compiled and organized, and a list of all major sources are mentioned in the first sheet of the catalog. As ever, the document is open for feedback and will continue to be upgraded as the project proceeds, so please do reach out in case you are aware of additional case studies that we can document. In this talk, I will draw on research across issues of nutrition, food waste, food access, sustainability, celebratory technologies and aesthetic experiences with food, to discuss the role for HCI researchers in understanding food practices and systems and the difficulties faced when designing for human-food interaction. In particular, I will pay attention to the complexities at the intersections of food, ethics, and social justice, and how design and ICT can begin to address the vast inequalities in global and local food systems. Using these points, I will argue for food as a topic of concern for HCI researchers that, to date, has been relatively overlooked. *Biographical Information* Dr. Rob Comber is a Lecturer (Assistant Professor) in Computer Mediated Communication at Open Lab, Newcastle University. He is the lead of the Digital Local Democracy strand of Open Lab’s Digital Economy Research Centre on Digital Civics and leads the Collective Action research group. His work is concerned with how we can understand and design for social and environmental sustainability. This broad interest came from early work looking at how people in deprived areas of the North East of England tried to eat healthy meals, and seeing the compound social, informational, material and spatial challenges they faced.

DIY and community networking represent two frontier research themes that can open new and exciting research and application areas. On the one hand, the locality of DIY networks enables the design of hybrid spaces and places for social sustainability, collective awareness, and conviviality. On the other hand, community networking is one of the most promising approach to overcome digital divide. What bridges these two themes is the idea that networks are not only a way to "access the Internet", but they are a way to connect people, and people make "the Internet". This workshop will contribute to investigate the way that local applications can influence the creation and the governance of community networks, and how community networks can stimulate the creation of novel local applications. DIY and community networks are embedded with the local social environment where they grow, so their study cannot be separated from the understanding of their societal stimuli and societal impact. For this reason the workshop will be highly interdisciplinary aiming to bridge the communication gap between those that build the technology (computer scientists, engineers, and hackers) and those that understand better the complex urban environment where this technology will be deployed (social and political scientists, urban planners, and designers). More specifically, people working on applications and uses of ICT are not always aware of the capabilities of technology for building local communication networks, on the other hand, scientists in the field of networking are often indifferent on the actual use and social implications of the technical solutions they design. We believe that we are currently in a moment in history when it is particularly important to bridge this gap between engineering and social sciences, to create an alternative to the current trend of centralization of resources and control that is taking place at a global scale on the Internet. Some of the themes that we want to be central in the workshop are: - Technical contributions that render DIY networking technology easier to understand and use by for less technically savvy people - Theoretical contributions that can facilitate the understanding of the various inherent trade-offs in the design of DIY networks and the translation of engineering decisions to constraints and requirements for applications developers and vice versa. - The integration of community networking with DIY applications, models of deployment, experiences of success and failure for this combination. - The exploration of the trade-off between Internet access networks and local networks for experimenters, hackers and citizens. - The way DIY and community networks can be placed in the frame of other horizontal and bottom-up experiences, such as Peer Production movements. - The links and interrelations between DIY and community networking in the frame of the models for alternative Internets, such as peer-to-peer networking, overlay networks, blockchain technologies etc. - Revisit key engineering questions, such as routing protocols, energy consumption, automation, resiliency in light of the possible practical uses of DIY networking technologies. Isaac will be talking about research insights emerging from the work done by the non-profit tech company Medic Mobile <https://medicmobile.org/>. *What: *Human-Centered Design for Global Health Equity *Who: *Isaac Holeman *When: *12pm, Tuesday February 28 *Where: *CSE 203 *Abstract* My research explores the practical and ethical implications of a human-centered approach to global health. In this talk I will discuss designing and deploying digital technologies for global health, in partnership with co-workers at the non-profit tech company Medic Mobile. I will touch on equipping community health workers to coordinate care via text message, using temperature sensors to monitor vaccine fridges at remote clinics, and more recent work building a digital 'equity lens' to support next generation community health worker programs. Focusing on the pragmatic aim of improving health in hard-to-reach communities, these cases will force us to look beyond the tools themselves to the work practices, coordination challenges and iterative design-in-use that characterize sustained implementation at scale. These studies speak to a broad and optimistic view of designing for the social good. Yet unlike much of the popular rhetoric surrounding design for social innovation or international development, I will emphasize the concrete material limits and complexities that arise in such work *Bio* Isaac Holeman is a designer-researcher striving for global health equity. As a social scientist and a co-founder of the non-profit tech company Medic Mobile, his work is about seeing complex health systems from the perspective of the poor and marginalized, and responding pragmatically. He practices human centered design and conducts ethnographic research with Medic Mobile, as a fellow of the University of Edinburgh’s Global Health Academy and as a Gates Cambridge Scholar in innovation, strategy and organization.

To promote these efforts, the Development Consortium Workshop titled HCI Across Borders was held at CHI 2016 in San Jose. With support from SIGCHI and in collaboration with Facebook and Google, it was attended by 70+ researchers from 20 countries across the globe, with some of these countries being represented at CHI for the first time. The goal of this Consortium was to build community and invite collaborations across borders on themes of interest to the participants – those actively involved in international HCI projects, with most of them conducting research in understudied areas and with underrepresented individuals and communities across the world. This year marks another milestone as this event has grown to be a CHI Symposium. Our goal is to build on the efforts from the Development Consortium at CHI 2016 and to grow the community working in the area of HCI Across Borders (HCIxB), by providing an opportunity for interested researchers to come together as a community, improve the visibility of their work, and to bring greater awareness to the challenges that plague international research, particularly research that takes place in resource-constrained settings, to the larger HCI community. Participation We solicit participation from HCI researchers and practitioners across the globe who work with underserved, underrepresented, and/or under-resourced communities. We particularly invite participants who are keen to explore collaborations across borders. “Borders”, in this context, include geographic boundaries, but also boundaries of other kinds, such as disciplines, methodologies, ideologies, and more. Research areas of focus can be diverse, including but not limited to learning, global health, crisis informatics, civic engagement, mobile banking, etc. While this is no exhaustive list, examples of topics/themes of submission might include: · Leveraging participatory design and co-design approaches · Factoring cultural sensitivities in the design of new technologies and/or HCI methods · Designing to accommodate power differentials in communities · Devising innovative techniques for engaging new technology users · Designing for sustainability · Studying the intersection of HCI and the UN’s Sustainable Development Goals (SDGs) · And more! These are examples of projects that our Symposium might include, as the Consortium did last year: · Emotional Wellbeing: Technology for Mental Health in Developing Countries · HCI, Forced Migration & Refugees: Collaborations across Borders and Fields · ICT Intervention for Agricultural Development: Exploring Prospects for Pakistani Farmers · Cuba Intercambio: Cultural and Information Exchange for Cuba · Online Learning Across Diverse Low-Resource Indian Contexts · Cognitive Modeling for Illiteracy Eradication · Mobile Technology-Based Supports for Prenatal Care Among the Ngäbe in Panama Submissions Please submit a proposal (3-5 pages in the CHI Extended Abstracts format) starting now and before April 15th, 2017. You will receive a decision within 15 days of your submission so you can plan your registration and travels accordingly. All submissions will be reviewed by the organizers and a program committee. They will be selected in accordance with their potential to contribute to the Symposium and to foster discussion. Accepted submissions will be available on our website before the conference. Authors of accepted submissions will also be invited to present posters of their proposals at CHI (although not mandatory). Please submit your PDFs at https://hcixb17.hotcrp.com/. Please note that we will accept contributions until the number of available attendees is reached, which may be before the ultimate deadline. Bursaries We are working on obtaining funding to pay travel expenses (or at least a portion thereof) for attendees in need. Please note that CHI guidelines require at least one author of each accepted submission to attend and be registered for the Symposium.
