The closing date is November 6, 2015 at 11:59pm EDT. The USAID Global Development Lab is launching a new initiative on Adaptive Programming using Real-Time Data. The initiative will conceive, design, and test how real-time data systems can enable a more adaptive and participatory approach to development in complex settings. This initiative is not focused on adaptation for its own sake, but how decisions can be made in a more responsive, contextual and participatory fashion with access to relevant and usable data at the appropriate times. This RFP is for developing a conceptual framework for how to most appropriately integrate flow data from multiple agents across the information supply chain -- including community members, frontline workers, mid-level managers, and government decision makers -- to facilitate rapid operational assessments, adaptive and iterative learning, and summative evaluations. The understanding of the power, agency and behavior of the various decision makers, as well as the governance applications that allow for more sustainable and adaptable programming models, will be integral to the success of this work. The overall intent is to mainstream the learnings from this initiative throughout USAID’s current programmatic and policy reforms and also to learn from and inform the various international development reform efforts. As a result, this initiative implicates a wide-range of actors from the fields of complex adaptive systems, participatory action research, knowledge management, behavioral science, political economy, and data science. Change Today: Aditya Vashistha - Social Media Platforms for Low-Income Blind People in India

Please join us today for Change in CSE 203 where Aditya will be talking about his work on systems for low-income blind people living in India. Title: Social Media Platforms for Low-Income Blind People in India Abstract: We present the first analysis of the use and non-use of social media platforms by low-income blind users in rural and peri-urban India. Using a mixed-methods approach of semi-structured interviews and observations, we examine the benefits received by low-income blind people from Facebook, Twitter and WhatsApp and investigate constraints that impede their social media participation. We also present a detailed analysis of how low-income blind people used a voice-based social media platform deployed in India that received significant traction from low-income people in rural and peri-urban areas. In eleven-weeks of deployment, fifty-three blind participants in our sample collectively placed 4784 voice calls, contributed 1312 voice messages, cast 33,909 votes and listened to the messages 46,090 times. Using a mixed-methods analysis of call logs, qualitative interviews, and phone surveys, we evaluate the strengths and weaknesses of the platform and benefits it offered to low-income blind people. You may recall in the mid 90s, that no one quite knew what to call this thing. Luddite news anchors would snark through reports of new software, websites, scams and schemes of the nascent network now ubiquitously called "The Internet". They called it "The Web, The Net, The InterWeb, The World Wide Web, the WebNet" and many other abbreviations and portmanteaus. As an early adopter, I thought it would be great to have a cool way to talk about sending a message over the WebNet, and I didn't like the word "E-mail". I was lucky to be there at the beginning of Open Data Kit (ODK), so I figured I'd kick off the discussion series with a bit of history. Gaetano Borriello created ODK. It was his idea that started the project and his focus on researching technology that improves the lives of the underserved that created this community. When Carl Hartung, Waylon Brunette, and I started building ODK with Gaetano in 2008, he had just been diagnosed with cancer. Although he was given a few months to live, he refused to change course, instead doubling down on making ODK a reality. Carl, Waylon, and I were his Ph.D. students at the time and he laid out three principles to guide ODK's design.
