Aditya Vashistha on Building and Deploying Voice Forums for Information Access and Transparency

Rural communities are often underserved by the mainstream media. While there is a public discourse surrounding the issues they face, this dialogue typically takes place on television, in newspaper editorials, and on the Internet. Unfortunately, participation in such forums is limited to the most privileged members of society, excluding those individuals who have the largest stake in the conversation. For several years, our group has worked to foster a more inclusive dialogue by means of a simple technology: an interactive voice forum. Our system enables anyone with access to a mobile phone to call and record messages of local interest, and to listen to messages that others have recorded. Messages are also posted on the Internet, as a supplement to an existing discussion forum. Our deployments in India and Somaliland have logged over 150,000 phone calls and published over 2,500 messages. Recordings have had a documented impact on the livelihoods of end users, as well as policymakers and members of the media. To enable other organizations to replicate our systems, we have released IVR Junction, an open-source platform for building voice forums. We are currently in touch with over 20 organizations around the world who want to use IVR Junction in local contexts. In this talk, we will describe our experience across these projects, as well as future opportunities for civic-oriented social platforms in the developing world. Aditya Vashistha works in the Technology for Emerging Markets group at Microsoft Research where he designs and builds technologies for underserved rural and urban communities to improve their access to information, healthcare and education. His research interests are at the intersection of Human-Computer Interaction, and Information and Communication Technologies for Development. He is investigating how Interactive Voice Response (IVR) systems can be used for providing information to and collecting data from marginalized communities. What strategies do people with low incomes use to connect to others and get the information they need? How does this impact their lives? Whether you are interested in the uses and impacts of ICTs on the lives of people in developing countries or more generally in learning about how to do field research, this seminar is an opportunity to explore researched-based learning through immersion in the people and culture of Ghana. In this seminar students will examine how people in different types of communities (urban and rural) use ICTs in their daily activities and how they feel about the impacts on their well-being. In contrast to historical notions of development where outside agencies determine goals with little input from the target populations, we will focus on development from the perspective of low-income populations. Students can apply the experience to their individual areas of interest, whether they be information systems, health, education, or other fields. The program will provide instruction and practical experience on using field research methods to investigate the role of ICTs in the livelihoods of low and middle-income populations. We're integrating clinical, business, and technology innovations to make high-quality care affordable for low-income women. We have a growing dynamic team, our first hospital up and running, and a lot of enthusiasm from the maternal health community about the impact this can make. We're recruiting a few talented summer associates to help us with important strategic projects this summer. One of our objectives might be of interest to some of your club members: we're hoping to pilot a few exciting technology innovations that will improve quality of care and help women seek care -- including clinical decision support for nurses, SMS interactions with patients, medical records, and mobile payment and savings. Most of the candidates for the business and public health projects will be graduate students, but for the technology project we would definitely consider working with talented undergrads or recent graduates.
