Hosted by the University of Cape Town and the University of the Western Cape in Cape Town, South Africa, ICTD2013 is the sixth of an ongoing series of conferences occurring every one-and-a-half years; previous conferences have taken place in: Berkeley, CA (USA) ICTD 2006; Bangalore (India) ICTD 2007; Doha (Qatar) ICTD 2009; London (United Kingdom) ICTD 2010, and Atlanta, GA (USA) ICTD 2012. Over decades, as radio and television have been joined by computers, the internet, and mobile devices, information and communication technologies (ICTs) have become more pervasive, more accessible, and more relevant in the lives of people around the world. Virtually no sphere of human activity remains apart from ICTs, from markets to health care, education to governance, family life to artistic expression. Diverse groups across the world interact with, are affected by, and can shape the design of these technologies. The ICTD conference is a place to understand these interactions, and to examine, critique, and refine the persistent, pervasive hope that ICTs can be enlisted by individuals and communities in the service of human development. There are multidisciplinary challenges associated with the engineering, application and adoption of ICTs in developing regions and/or for development, with implications for design, policy, and practice. For the purposes of this conference, the term "ICT" comprises electronic technologies for information processing and communication, as well as systems, interventions, and platforms that are built on such technologies. "Development" includes, but is not restricted to, poverty alleviation, education, agriculture, healthcare, general communication, gender equality, governance, infrastructure, environment and sustainable livelihoods. The conference program will reflect the multidisciplinary nature of ICTD research, with anticipated contributions from fields including anthropology, computer science, communication, design, economics, electrical engineering, geography, human-computer interaction, information science, information systems, political science, public health, and sociology. In addition to inviting the Full Papers and Notes detailed here, the conference will offer a variety of opportunities for participation, including open sessions, pre-workshops, and demos. Call for Full Papers Full Papers (ten pages in ACM two-column format) will be evaluated via double-blind peer review by a multidisciplinary panel of at least three readers, overseen by an experienced associate chair. Full Papers will be evaluated according to their novel research contribution, methodological soundness, theoretical framing and reference to related work, quality of analysis, and quality of writing and presentation. Manuscripts considering novel designs, new technologies, project assessments, policy analyses, impact studies, theoretical contributions, social issues around ICT and development, and so forth will be considered. Well-analyzed negative results from which generalizable conclusions can be drawn are also sought. Authors are encouraged (but not required) to address the diversity of approaches in ICTD research by providing context, implications, and actionable guidance to researchers and practitioners beyond the authors’ primary domains. Accepted Full Papers will appear in electronic conference proceedings and will be archived in the ACM digital library. A subset of the Full Papers will also appear in a special issue of Information Technologies & International Development. New in 2013, authors of all accepted Full Papers will be invited to give a talk, either in plenary or in parallel sessions. Only original, unpublished, research papers in English will be considered. Papers must use the templates (LaTex and Word) available on the submissions page, and must be no longer than 10 pages. Submissions longer than 10 pages, not in the template format, not related to the conference themes, and/or not meeting a minimum bar of academic research writing will be rejected without full review. Full Papers must not include names or other information that would identify the authors. Full papers must uploaded via the submissions page by the deadline, May 1, 2013 (11:59pm UTC). Formatting instructions and links to the upload page can be found at the conference submissions page. Authors will be required to sign a copyright release to ACM for publication in the conference proceedings. Call for Notes For ICTD2013, a new document category, Notes, is available. With a shorter 4-page format, Notes are intended to highlight work from a range of researchers and practitioners, and can be used to introduce work-in-progress that may be published later in a journal, as well as to document shorter project write-ups. Notes will be evaluated by at least two multidisciplinary reviewers, but not in a double-blind fashion. Notes will be assessed according to their research contribution, methodological soundness, quality of analysis, and quality of writing, and presentation. Manuscripts considering novel designs, new technologies, project assessments, policy analyses, impact studies, theoretical contributions, social issues around ICT and development, and so forth will be considered, however Notes need not necessarily be as comprehensive, novel, or generalizable as Full Papers. *Crossing new borders: use of computers and phones by Hispanic day laborers in Seattle.* This talk presents the results of a research project on the use of computers and mobile phones by Hispanic day laborers at Casa Latina, a non-profit organization in Seattle, Washington. Drawing from over 100 interviews, participatory observations and a focus group, we found that information and communication technologies (ICT) help immigrant day laborers to remain connected with their families and their employers. Mobile phones complement but do not replace the use of computers: mobile phones are used primarily to obtain jobs, while computers and the Internet are used mostly to communicate with family and friends. The results of this study offer new insight regarding the way day laborers use ICT to facilitate their navigation and integration into society as immigrants with precarious existences in the US. This study can also inform programs to help provide better support services and training that can effectively meet the needs of these extremely underserved populations. Luis Fernando Baron is a Ph.D. Candidate of Information Sciences at the University of Washington (UW). He has been leader in the study of relations of Information and Communication Technologies (ICT) and social movements in the field of human rights and peacebuilding in Colombia. His research spans such diverse areas as memories, public opinion and audiences studies on violence and peace processes in Colombia, uses of media for social change, immigration and information, and alternative processes of organization for development. In addition to providing feedback and advice, this forum will provide an excellent opportunity for students to network as well as to practice presenting their research clearly and concisely. This meeting is best suited to students who are far enough into their PhD to have a concrete dissertation proposal outlining the key challenges they plan to solve as well as the strategies and methodologies that are applicable. Furthermore, participants should not plan to finish their dissertation within 6 months of the forum, as that would leave little time to include advice and suggestions into their work. Thanks, Josh ----- Spring Quarter Independent Study: *Visualizing the Dynamics of Massive Communications Networks* (2-3 credits) What does an evolving social network of millions of individuals look like? If the network is shocked by outside events, how can you show these events percolating through the network? Through this independent study, students will develop several static images and animations to help reveal the underlying structure in a massive dataset of mobile phone communications. The instructor is seeking 1-2 highly qualified and motivated students to prototype these visualizations. Examples of past work completed through this independent study can be seen at http://youtu.be/-uShJaGOkc4 and http://youtu.be/DoWC85nwUeY. Qualified students must have prior experience developing visualizations from data, and must have expertise in at least one programming language (python, php, C/C++/C#, or Java) or statistical package (R or MatLab). JosJos Aarts is a Senior Research Scientist at the Institute of Health Policy and Management and the Department of Medical Informatics of Erasmus University Rotterdam in the Netherlands. He is a visiting research fellow at the University of Pennsylvania, Philadelphia and an adjunct assistant professor at the University of Victoria in Canada. His research interests are electronic prescribing and decision support systems, impact of health IT on clinical work practices and workflow, and safety of HIT. His PhD thesis was on the implementation of computerized physician order entry (CPOE) systems in Dutch and American hospitals. His research papers on CPOE have appeared in Health Affairs, the Journal of American Medical Informatics Association, the International Journal of Medical Informatics, Methods of Information in Medicine and BMC Medical Informatics and Decision Making. Dr. Aarts has been a visiting scientist at Oregon Health and Science University, Portland, Ore, the University of New South Wales and the University of Sydney in Australia. He has also published a number of papers on health informatics curriculum development. He is chair of Working Group Human and Organizational Factors of Medical Informatics of the European Federation for Medical Informatics. He is elected chair of AMIA's People and Organizational Issues Working Group. He is on the editorial boards of the International Journal of Medical Informatics, and Health Technology and Policy. Dr. Aarts was chair of the Scientific Program Committee of Medical Informatics Europe 2011 held in Oslo, Norway. He is an elected Fellow of the American College of Medical Informatics. Health information technology (HIT) has been hailed as a beneficial technology that improves professional decision-making, reduces errors and increases patient safety. However, a number of studies have shown that HIT may induce errors and even increased mortality. These studies have been contested for their veracity and research methodologies. It is however clear that HIT is part of health care as a complex sociotechnical system. A complex sociotechnical system consists of highly intertwined parts and according to Charles Perrow system complexity makes failures inevitable. A report of the Institute of Medicine in 2011 addressed the question how HIT impacts patient safety and suggested a number of steps to improve its quality. The questions addressed in this presentation are the following. What do we know about HIT incidents and accidents and how do we know? The second question will address and compare HIT safety initiatives in several Western countries. The final question will address the need for regulation of HIT safety.
