- This position serves as a Health Scientist based in a country of assignment with a primary focus on HIV/AIDS, STI and TB-related activities. The specialist will act as a consultant, or technical advisor on similar studies and projects developed elsewhere in National Center for HIV/AIDS, Viral Hepatitis, STD, and TB Prevention (NCHHSTP) at CDC and among public and private prevention partners.

- This position is located with the Centers for Disease Control & Prevention, Center for Global Health, Division of Global HIV/AIDS, Country Operations Branch, located in Lilongwe, Malawi.

Duties

The incumbent will work as a lead member of an interdisciplinary team (epidemiologist, social scientists, entomologists, laboratorians, computer scientists) to produce information systems that result in highly accurate information being collected in an efficient manner that meets the needs of the public health program or project. Plans, designs, oversees, implements and/or participates in those aspects of scientific studies, surveys, investigations, or projects that develop and establish standards for surveillance and health information systems, such as standards for common data elements. Serves as technical consultant on internal and external proposals and projects that seek to advance surveillance and health information systems integration. Provides scientific and/or technical advice and assistance in the development of criteria and standards for the planning, implementation and evaluation of projects and proposals. Supervises a staff of over 50 non-FTE and contract employees, consisting of data entry personnel, data managers and programmers. Develops and leads training programs for informatics related issues for employees and trainees at the field station, nearby universities and technical schools, and at other Global Aids Activities (GAA) sites. Prepares and submits manuscripts for presentation at scientific meetings and for publication in scientific journals.

Qualifications and Evaluations

QUALIFICATIONS REQUIRED:

Degree: Applicants must have successfully completed a full four year course of study in an accredited college or university leading to a
bachelor's or higher degree with major study in an academic field
relating to the health sciences or allied sciences appropriate to
the work of the position.

In addition, applicants must have at least one year of specialized
experience equivalent to the next lower grade in the federal
service.

Specialized experience is that which is directly related to the
position and which has equipped the applicant with the particular
knowledge, skills, and abilities to successfully perform the duties
of the position, to include experience in planning, designing,
executing and evaluating the application of public health
informatics to HIV/AIDS surveillance and health information systems.
