shadowbanned, doxxed: navigating governance and governmentality in digital India.
Paper Abstract
There is a growing body of work considering the relationship between the digital and governance; policy scholarship on regulation, IR scholarship on cyberconflict and security,
and interdisciplinary critical scholarship on data and surveillance. However, this literature largely takes for granted the relationship between the intentions of the governing and the experiences of the governed. The
state and corporate actors design and implement architectures of digital control, but it is non-state actors that identify, endure and resist these systems. In this paper I present emerging digital practices as tools of governance that reveal a co-constitutive relationship
between the state, corporations and pro-government actors when viewed from the perspective of those who are governed. This governance works through diffused mechanisms that further construct a new digital governmentality. Based on ethnographic fieldwork
with feminist activists in northern India between 2019 and 2023, I offer specific empirical detail on practices of internet shutdowns, shadowbanning and doxxing. Taking social movements as a lens because of their explicit politics of resistance, I
demonstrate that it is important to develop an understanding of governance ‘from below’.
Claire Crawford is a Postdoctoral Research
Fellow in Politics at the University of York (UK) and a Visiting Fellow at the King’s College London Global South Research Group. Her research is about how the digital shapes social movement politics in India. She completed her PhD titled “Social movement
politics: postcolonialism, feminism and the digital in India” in 2023. She is a member of the York Anti-Colonial Reading Group, the Politics of Style Collective, and the Algorithmic Governance Research Network. She volunteers with Project EduAccess and
Age UK.
